INTRODUCTION:
SAN DIEGO COUNTY EXPECTS TO BE AWARDED FEDERAL FUNDS MADE AVAILABLE THROUGH THE DEPARTMENT OF HOMELAND SECURITY (DHS)/FEDERAL EMERGENCY MANAGEMENT AGENCY UNDER THE EMERGENCY FOOD AND SHELTER NATIONAL BOARD PROGRAM. The San Diego County Emergency Food and Shelter Local Board received EFSP awards from the National Board for the past 40 phases. EFSP Phase 41 awards have not been released by the National Board. The Local Board anticipates receiving around 1.2 million for Phase 41 to supplement emergency food and shelter programs in the county.
The selection is made by a National Board that is chaired by the U. S. Department of Homeland Security's Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. The Local Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country. A Local Board made up of representatives of non-profit agencies and local governments will determine how the funds awarded to San Diego County are to be distributed among the emergency food and shelter programs run by local service agencies in the area. The Local Board is responsible for recommending agencies to receive these funds and any additional funds made available under this phase of the program.
ELIGIBILITY:
· 501(c), non-profit agencies, or public agencies, providing food and/or shelter to homeless and low-income people.
· Agencies must not charge fees to clients for EFSP-funded services.
· Service providers must be supplementing existing food and shelter programs.
· Agencies must practice non-discrimination and not require religious participation. (Note: “Non-discrimination” is not interpreted to apply to Native American organizations if they serve only members or descendants of members of federally recognized Indian tribes.)
· Agencies must be governed by a volunteer Board of Directors (except for government units).
· Agencies must conduct an audit if requesting or receiving over $50,000 in EFSP funds and must comply with OMB single audit requirements. NOTE: It is at the Local Board’s discretion to request an audit from any agency, regardless of the grant amount requested.
· Agencies receiving over $500,000 in federal funds must comply with OMB single audit requirements.
· Agencies must have EFSP programs listed on 2-1-1 San Diego
· Agencies that have multiple program sites and that are providing services in more than one geographic area, may request funding as a multi-region proposal. Agencies with only one service site, regardless of where clients come from, MUST apply for funding in one region only.
· Agencies should be able to capture client counts and provide that information in reports as required.

The Local Board of San Diego County EFSP invites all interested, qualified 501(c) non-profit community organizations to request participation to provide emergency shelter and food to people in need in San Diego County for the year beginning January 1, 2023.

If your agency applied for Phase 40 and received an award you are automatically eligible for Phase 41 and DO NOT NEED TO APPLY AGAIN. Please only submit a phase 41 application if you are not participating in phase 40, were denied in phase 40, or are applying for a new program.
